The city delivers the water. Your building determines what happens next.


Our article, "The Story of One Drop: The Biggest Misconception About Municipal Water," followed a single drop of water from the treatment plant to the patient shower.

Along the way, we watched disinfectant residual decline, water age increase, and conditions become more favorable for microbial growth.


But here is the question every facility manager should ask:


If two buildings receive water from the same municipal system, why does one develop Legionella problems while the other does not?


The answer is rarely found at the treatment plant.


Water Quality Changes After the Property Line


Municipal utilities work incredibly hard to deliver safe drinking water that meets federal and state drinking water standards. They maintain disinfectant residual throughout the distribution system and continuously monitor water quality before it reaches customers.

However, once water crosses the property line, responsibility shifts to the building owner.


From that point forward, the plumbing system becomes its own ecosystem. Water slows down. Temperatures change. Chemical disinfectants naturally dissipate. Sediment accumulates. Biofilm develops. Every plumbing design and maintenance decision begins influencing water quality.


The CDC explains it simply:


"The key to preventing Legionnaires' disease is to control Legionella growth and spread."


That growth is primarily controlled inside the building.


The Building Is Often the Variable


Imagine two hospitals located across the street from each other.

Both receive water from the same municipal main.

Both begin the day with nearly identical incoming water quality.


Six months later:


  • Hospital A maintains disinfectant residual throughout the building.

  • Hot water temperatures remain within established control limits.

  • Water management activities are documented and verified.

  • Little stagnation exists.


Hospital B has:


  • Oversized storage tanks

  • Infrequently used patient rooms

  • Long pipe runs

  • Low disinfectant residual

  • Inconsistent hot water temperatures

  • Areas where biofilm has become established


The incoming water was identical.

The building conditions were not.


This is why neighboring facilities can experience dramatically different microbial risks despite sharing the same municipal supply.


Legionella Responds to Conditions, Not ZIP Codes


Legionella is naturally present in freshwater environments at low levels. It becomes a health concern when building conditions allow it to multiply.


The factors that encourage growth are well understood:


  • Reduced disinfectant residual

  • Warm water temperatures

  • Water stagnation

  • Biofilm

  • Sediment and scale

  • Low water use

  • Poor hydraulic design


None of these factors originate at the municipal treatment plant.

They develop within the building water system.


According to the CDC, investigations found that 85 percent of Legionnaires' disease outbreaks involved deficiencies in building water management that could have been addressed through a water management program. 


That statistic highlights an important point.

The problem often is not the incoming water.

It is what happens after the water arrives.


Water Is Always Changing


Many people think of water as a static product.

It is anything but static.


Water chemistry begins changing immediately after leaving the treatment plant.

Disinfectant residual naturally declines over time as it reacts with pipe materials, organic matter, and microorganisms.


Hot water systems accelerate chemical reactions, which can cause disinfectant to dissipate more quickly than in cold water.


Water that sits unused for extended periods loses disinfectant even faster.


The longer water remains in the system, the more opportunities bacteria have to establish biofilm and multiply.


This is exactly why stagnation has become such a major focus in modern water management.


Water Management Is About Controlling Conditions


A common misconception is that water management is simply testing for Legionella.

Testing is only one tool.


An effective water management program focuses on controlling the conditions that allow Legionella to grow in the first place.


That means routinely monitoring factors such as:


  • Temperature

  • Disinfectant residual

  • Water age

  • Flow

  • Equipment performance

  • Corrective actions when control limits are exceeded


The goal is to keep the building environment unfavorable for bacterial amplification.

As ASHRAE Standard 188 emphasizes, building water systems require a structured risk management approach to reduce the potential for Legionella growth and transmission.


The City's Job Ends. Yours Begins.


Municipal water utilities provide an essential public service.

Building owners have an equally important responsibility.


The CDC notes that building owners are responsible for maintaining water quality once it enters the building's water system.


That responsibility cannot be delegated to the municipal supplier because the conditions that influence risk are unique to every facility.


Every storage tank.

Every water heater.

Every recirculation loop.

Every dead leg.

Every patient room.

Every building writes a different story.
